So, from a legal perspective could a citizen of NYC sue the city if fire causes damage or death (emts)?

People don't know or forget but our courts have consistently ruled over the years that nothing compels government to come to your aid.

Sure you can sue, but you cannot win, there is no authority or contract compelling them to help you.
