I already declared myself exempt from the vaccine, which was approved, but now they are saying I must get tested 2 times a week. They are still “writing the policy details”. I want to know if they can do that or if it should fall under my exemption?

Technically, yes. They can. You can ignore it and see how long it takes to catch up with you. This is the exact reason I didn't apply for any exemption with my company nor did I disclose my status.
When they come pushing at me to test, I'm going to tell them "no." They are already penalizing me for not submitting documentation of being vaxxed by increasing my insurance premium. If they tell me I need to test, I'll tell them they need to strike the penalty first. Until then, I paid for the luxury of not having to test.
