Sounds fine to me. The police werent originally designed to be out trying to find people doing something they dont like. They should be ready and on the move when someone calls them in need of help. Nothing more.

They are still going to send violations via mail. In the end this will probably generate more money for the city as the police no longer have to spend time pulling people over. Philly traffic court is a zoo so most people will just pay the fines rather then trying to fight anything.
