What isnt a good incentive is the real estate market across the state that is currently being manipulated and has reached near california market values. Meanwhile the job market and average income stays at pre significant housing cost increases and is on the low end of national income standards. Recipe for poverty ridden debt slavery. Montana is in bad shape
A mandate is not a law, anyway. If you're happy where you are, stay there and fight it on constitutional grounds because it's not a law and it's unconstitutional.
If you can improve you/your family's quality of life by moving I fully support moving. Living in a commie state can be a real drag. I know... I lived in MA. Life's short. Why subject yourself to that if you can get out?

MT seems like the place to go when everything falls apart and there’s anarchy in the streets. As it is, I’m in FL, so I’m sitting pretty for now.
