It's not just the fines that will scare companies into complying.

If companies ignore OSHA, pro-vaxxers can (and will) file OSHA complaints at will that their employer is ignoring the rule. Their OSHA complaints then become the basis for civil lawsuits. EPLI insurance carriers will demand that companies comply and the ones who don't will likely be sued out of existence by pro-vaxxers.
