So here's my take, which is probably off in some way.

The depth of the corruption necessitates doing things that the public is either conditioned to reject (Afghanistan) or will actually harm the public in some manner (economy collapse/rework). Doing these things with Trump in charge would ruin him. So they let Biden in, because he's actually a whitehat puppet (this is why he acts like a senile gaffe machine) now all the chaos and bad things that come with major political change will be blamed on Biden and the dems.
