I work with occupational safety and health. Most small businesses should be fine for refusing to mandate. You’re correct about larger companies - they fall under more scrutiny.
Most small businesses will never see an OSHA inspector unless they:
Kill or seriously injure someone, or
Have someone complain about them
It’s even less likely if you’re far from your state OSHA HQ. I live 3 hours away. Most businesses around here don’t worry about it.
You are right. Most smaller employers only come into contact with OSHA when there is a reason to investigate - either because of an injury or a complaint - just as you stated. I have personally witnessed several instances where fired employees put in a call to OSHA to complain about the boss that just fired them. I really can't blame employers. There is only one thing they fear more than OSHA crawling up their a** with a microscope, and it's the IRS.

Anyone that gets fired should file OSHA complaints. The more complicated the better.
Is it whole company's over 100 or sites within a company. Theres not 100 at our terminal but its owned by a huge trucking company now.
Probably depends on the company structure. Is the terminal a separate subsidiary? Or part of the larger company?
