The issue in my opinion is that the IC has built their model on Russia. They love Russia as the boogeyman. They are not prepared for China as a boogeyman.

They are very anti Russia and very neutral or blind eye to China because they dropped the ball in understanding the China that wants to rule the world.

I believe this is more adminstrative bureaucrats that are bloated that they can not turn their ship nimbly and in the end they look incompentant, and they also simply ARE incompentant.
