i have had the idea, that similar to your thought, warp speed was to condense "their" timeline. When something is done gradually more people will comply. When its all done at once people see whats happening and fight back. A frog will jump out the pot if water is to hot to fast.

Warp speed ended their lockdowns in theory.

They wanted lockdowns for 5 years until a vaccine was ready
