I came here to say this. They should not be able to spread lots out across the country to hide hot batches. There is absolutely no justification for it other than their desire to prevent detection.

I agree. I am wondering what the distribution network looks like and who decides what goes where.
As with everything (they) do, who is going to stop them? They don't get killed or incarcerated for what they do so why should they ever care.
