Has there been rule changes on posting? Im trying to upload picture but keep getting network error

You know the joke: "Have you tried turning it off and on again?" My version of that is "Have you tried deleting the cookies?"

I'm getting HTTP Status 500 – Internal Server Errorwhenever I click on stuff, its getting tiresome.
