It's kinda the armorer's JOB to make sure that guns that end up in actors hands don't have a live round in them. Guns aren't magic. They don't mysteriously spawn live ammunition. It takes less than a minute to pull the rounds from a revolver, check that they are inert or at least blank, and reinsert them. That dumb bitch couldn't spare 60 seconds to save someone's life.
