How do you interpret "Russia recognized the Geneva Consensus Declaration on Women’s Health and Protection of the Family that **rejects abortion and upholds the “inherent right to life” **

Russia "recognizing" the declaration isn't the same thing as Russia legally banning abortions. Recognizing an international declaration is purely symbolic. It has no legal standing.
