Firstly, no, NOT everything bad that people do is a result of their environment and/or upbringing. No, in every single case, choice is a factor. However, not all choices are the same.
A man who chooses to hurt others because he is twisted, selfish and gains a perverse pleasure from others' suffering, well, man, that choice is going to cost him a lot. A LOT.
But a man who was abused as a child, raped, beaten by his father, and manipulated by a sick and mentally unwell mother, who has not possibility or way to express his suffering and pain except by repeating or emulating the crimes on others, such choices are different.
Choice is always a factor, if not THE factor, but not all choices are the same. The point is, we each will be held accountable by the truth and reality of our choices; no one can escape that. But it is not given to you or I to weigh those choices and apply some judgment in any eternal sense. And, if a judge, in a criminal situation, well, then, judgment comes at a cost, too.
Judges bear the weight of the judgment they give. A good judge consciously chooses to serve in that role, and chooses to live with the consequences.
But there are many who are far too blase about passing or even pronouncing judgment without giving ANY thought to the choice they are making and without actually taking responsibility for it, and if they are NOT in the right position to do it, such judgment comes back and hurts them.
Is this NOT the behavior of the social justice warriors, who cast about judgment so sure that they are right? They are foolish, not because they are wrong, but because they destroy themselves by executing judgment without having the correct and proper authority to do it, and without laying the foundation in choice to actually do it responsibly.
Thank you Queue.
