I wouldn't be surprised if white hats slipped him a hot dose. With all the human trafficking running through California, no telling what kind of blood is on his hands. I seriously doubt that this guy -- who can't even abide by his own mask laws -- would voluntarily take a real dose. Maybe white hats got the property handler from the Rust set to prepare his syringe.
