There are tens of billions of dollars to be made or lost. This GUARANTEES deception. No human can resist the pressure. Maybe day one, day two...but eventually that's just too much money. Imagine going to the board and saying "Our vaccine failed. Your stock is now nearly worthless.." Think that will happen?
