It is quite possible that the individuals at "the top" do not really believe any of it and simply want power, but they want their followers within the cult to believe it, or at least enjoy being part of something they think is "special."
Did L. Ron Hubbard really believe his crazy sci-fi novels? Did he want his cult members to believe them? Do the current leaders of Scientology want the cult members to believe them?
Leah Remini talked about her experience in getting to some high level within Scientology, when she had an opportunity (a "great honor") to read some secret works that other members did not have access to. She read it, and her only thought was, "Is THAT all there is?" That's when she realized it was all a big con. But that was only after decades of being part of the cult.
Council on Foreign Relations is really just a cult, as is the United Nations and all the rest. But THEY think they are into something "important."

Her podcast with rogan was great. I didn't catch the tv content they made about her experiences but I've heard that was good too.
