They must have accessed the school enrollment records. Someone might have printed out a list of students and included the parent's ssn. It would not be hard.
That has got to be illegal.
It is. The Privacy Act requires disclosure of all uses of SSN not explicitly provided in writing at the time of supplying it.
Not hard at all with the full cooperation of the school site and/or district administrative staff.
