When people try to contribute to running their government or solve a public problem, and their country also contains other less talented people who also want to be in charge of those things, then group number 1 are racist.

I've never actually read the definition of racist, but I've seen is used in a sentence enough times to know FOR SURE that I have derived the correct answer.
