Remember, he is controlled op. Meaning he needs to be able to talk about things counter to the main narrative, but he can't stray too far into territory that is actually consequential to the establishment.
I used to think all of the things you have said. When you look at what he talks about, from the perspective of one that has moved far past his topics, it seems that he is stuck, like a recording played over and over, changing the words slightly each time, but never straying outside of a box.
But then I stopped looking at TP, and started looking at the TP effect. From what I have seen, people don't listen to TP for long. Everyone has heard of TP. It seems to be very common that people that are beginning their journey go there first. Soon enough, in their exploration, they move past it. Within each TP episode TP's compatriots hint at a much larger scope, leaving the person looking for answers wanting more. It incites a desire to look elsewhere for those answers.
I think TP remains a broken record, stuck on the same track, to act as a transition to the GA. He is the doorway; the doorway isn't moving. Its the same door for everyone on the beginning of their journey.
Imagine how many people come to Q (or beyond) that passed through that doorway first. It is a continual stream of people, passing through that same door.
What if TP moved beyond his "fence sitting" stance? That doorway, that almost everyone in America has heard about, would be gone. His show would be too far beyond what a waking sheep would be willing to look at.
The GA isn't about learning any particular thing, or exposing any particular thing. Its about waking up to a reality that is far beyond what anyone stuck in The Matrix can imagine. TP is the initial decision to swallow of the red-pill. If he moved out of his genre, he would cease to be that.
Maybe he is acting purely out of his own greed, or PTB control. Whatever the source of his one track show, the TP effect is fundamental to the GA. It's hard to rectify the magnitude he has had on the number of people waking up with it being unintentional or, in the case of controlled opposition, PTB control.
Literally all of that can be true with him not knowing or believing in the plan. That's my sole point - there can be a plan and a lot of the key actors may not at all subscribe to it.
Yes, it can be true that he is clueless. But he surrounds himself with people who are not, who constantly hint at a larger scope. To think that he doesn't know what's going on is imo naïve, or at least the least likely case.
Is he on board with Q? I have no idea. You don't have to be on board with Q to experience the GA. Q also is a door to a larger world. It is not the GA itself. Honestly, at this point Q is irrelevant for the individual path. Even understanding that there is a Plan is irrelevant for waking up from The Matrix, it just makes the ride a little less bumpy.
Whatever, the Tim Pool Effect seems to be very real. Many people use him as a door to a larger world. Whatever his personal agenda may be, his effect is powerful, and him not getting off the fence is the best thing he can do for the GA.

Being fair minded and exploring the whole of the reality the establishment let's you explore will only lead to asking more questions.
This is his personality, the result is natural. It doesn't have to be planned.
God works that way.
