It might be fake numbers, but Ireland is probably over 60% vaccinated, easily.

They have a mono-culture.

A lot of pharmaceutical manufacturing there, even if they aren’t allowed to use those medicines in Ireland (Xanax,adderall, ambient), they have a positive view and trust towards the industry.
