Not credible. The deepest (diamond) mine is 4.0 km and that takes a lot of effort. Cheyenne Mountain is the only major military base I can think of and it is only under a mountain, not deep below the surface. It makes no sense to create a major civil engineering project that can easily be destroyed by a surface-burst nuke.

In general, earthquakes with epicenters 10km down are likely to be DUMB destructions.
