The Sheriff and DA both appear to be more relevant positions than say, the Mayor or Governor in a lot of these cities.

Like say, Maricopa county AZ. If the Sheriff wasn't a completely cucked out Soros backed scumbag, we'd have seen actual enforcement of the subpeanas.

In Mulnomah county OR. If the DA wasn't a completely cucked out Soros backed scumbag, we'd see actual enforcement of any laws relating to Anitfa/BLM rioting.

Yes, which is why I think they thought they could win at trial.

I don't know if the DA can press charges if the Sheriff's office wants to drop them. I don't know how that dyamic works. I thought the DA got to pick which cases got to go to court.
