No it isn't "to WHOMEVER foots the bill"
It's "to WHOEVER foots the bill"
Whomever is an objective pronoun and thus can't be the subject of the verb foots
The clause "whoever foots the bill" is the object of the preposition "to"
Either know your stuff, or it's best to keep quiet about grammar, spelling, etc.
