Once they have the people-who-care shackled, they can probably just release ebola into Africa shut the borders, news blackout, let them all die. They probably wouldn't even need to mention it, with only morons remaining, nobody will care or check, and they can keep on doing "save Africa" slush fund charity appeals even though they are all dead.
