I think it's part of the psy-op. Enough problems to cause some to reject the vax outright - and create huge division in society over it (flames fanned by media etc of course). But not enough problems to show the normies that we're actually right ("see, all these people are fine, I don't know anyone personally with side effects," etc etc again supported by MSM propaganda). Also allows the vax program to continue, gradually affecting more and more people - another part of my thinking is (probably) lots of the "no side effects" formulations likely have just the longer-term (fertility particularly) component.
