A black person's hair would typically be darker and the reason their skin is slightly darker is due to the "tinting" of the windows. If you go slowly you can see the driver side window is either partially down or broken and you can see the skin is more towards the lighter side.

You're both wrong, the person is hispanic. Tan skin and dark hair.
