I see the red car, but question if it's meant to be a black person. A black person's hair would typically be darker and the reason their skin is slightly darker is due to the "tinting" of the windows. If you go slowly you can see the driver side window is either partially down or broken and you can see the skin is more towards the lighter side.
Yes itβs there but super brief need to go frame by frame!

The driver looks white to me. And the context is showing a panic scenario in a typical South Park background. Probably started with the writers thinking of people freaking out in the street, then they added a car driving through for comedic effect. Red is a common color in cartoon cars.
Though I suppose it wouldn't be first time South Park forecasted something like this. Who really knows.
The guy is black, has a mustache and beard like the guy, his car looks like the one used, it was hitting Christmas shoppers etc on a street which were mostly white, and the primary damage is to the driver's side and headlight just like in the real thing.
Its so easy to find, literally took me 10 seconds.

Thanks. I saw that trailer where a red car drives by. I mean a trailer showing it running over people with a black person driving.

Just like the guy that actually drove the car, wasnt a very dark shade of black.
This trailer shows the red car running over 2 people (or knocking them over) with a white driver

The context does not fit. I think OP's premise is a stretch.
The context is showing you an image of people on a crowded street getting run over by a red SUV with a black guy driving.
