Remember MLK Jr Assassin James Earl Ray? He was a CIA Agent; thus not supposed to operate domestically, that was then blessed by Hoover and the FBI to be an “FBI Agent” and conduct the assassination.

This is how it has worked for a very very long time. The CIA Operates with the FBI and the FBI operates as the CIA. There is no stop gap and each of the major Assassinations we know of had Assassins with a massive overlap between both agencies
