The eastern half, yes. Anyone can live on that side, but it means the natives are subjected to tribal jurisdiction for their crimes rather than the state. In theory natives can have a more lenient sentence than non-native criminals who commit the same crime.

I don't like having separate punishments/laws for people. It hasn't been an issue yet (that I know of), but I can see it becoming a problem some day. South Africa and other places where there's separate laws for different people based on race is not something this country should ever emulate.
