Why turn OK into a city-state? That's a lot of territory to give over to OKC.

The eastern half, yes. Anyone can live on that side, but it means the natives are subjected to tribal jurisdiction for their crimes rather than the state. In theory natives can have a more lenient sentence than non-native criminals who commit the same crime.
