When using a flawed test they can claim a surge any time they want.
Genuine question, if the test is so flawed they can make up any numbers they want how can we also claim that low cases in Japan and some parts of India are due to Ivermectin and proof of it working against COVID?
I've been unable to reconcile these two claims on my own.
My understanding is that the PCR-based tests are not necessarily flawed, they are just carried out and thresholded to allow for a lot of false positives, including even non-COVID viruses. The good flip side of this is that the same tests must then have a low false negative rate, so the small numbers in Japan and India are very likely legit.

Exactly. This comes to show that the CT variable is the key to determining if an area has a high case count or not.
