I've heard of fumes and gas stuff bubbling up from manhole covers in places like NYC but assuming thats clip is in Paris, dont know if their much older subterranean conduits and ducting has the same problems... likely not.
Its weird but to be expected occasionally. It doesn't rain everywhere at once, so there must be some edges, and on a still day you would expect them to be static. Although in this case could be a jetwash from the top of a building.
