does the Anglican Church frown upon circumcision? I thought that there were hygienic reasons for it aside from the religious ones....like not having to wash under fat rolls..

No, I think it's more rare that that the House of Windsor would still get circumsized. It's very unusual in Europe unless you are a Jew (or crypto-Jew) or Muslim.
