In the meantime... the movie script version is that Dana is a cover identity, Peggy is her real name, she's a deep cover S.A.S officer, child of British diplomat who spent her younger years growing up in the U.S. and then returned to the U.S. for college (no accent).
The Q plan is multi generational, multi national, and marriages between deep cover operatives of allied nations is not only common, it is encouraged.
Because Clancy is a ghost writer for Mackintosh, the representative handler for S.A.S. would be known to Clancy in true name (Peggy) and cover name, (Dana). Rogers was brought in take over as the U.S. handler (the guy who brought masterminded the Mackintosh plane crash retired), Peggy and Rogers being the gatekeepers for all things Mackintosh/Clancy.
Any number of plot devices could be used to account for the use of Peggy in the dedication in Sum of All Fears, a childhood nickname only close friends use, an inside joke between Clancy, Peggy/Dana and Rogers...etc.
Just spitballing for the movie while I go further down the rabbit hole.
Calling it a dead end rabbit hole. Up against Clancy and Adm Rogers starting reference search terms there appears no way to find the haystack, let alone the needle.
