The Federal government is the most "manager rich" work environment out there. In some organizations, there is a supervisor for as few as 4 or 5 employees! They will have a section chief for groups this small, although not usually this small, then a branch chief of 2 or 3 sections, and then a Division chief of 3 or 4 branches.
