Basically because of the scope of digital surveillance the literal only way to keep data from being intercepted is to use an “air gapped” computer ( one not connected to a network at all ) and write the data to a USB stick / Disk / SD Card. Once you do that you literally, by hand, deliver it to someone who does the same - never letting the data touch the internet. Doing so allows you to move data without NSA / FSB / GCHQ / FVEY etc know about it.
It’s how the DNC Emails were done. Someone literally jumped the data from the DNC Server onto a USB drive using FAT32 as a filesystem so we know from the raw data how it was done. That’s why the whole premise of a hack was total bullshit. It was a sneakernet.
Seems to deal more with an influence campaign as opposed to blackmail. I do think that blackmail is widely used in these operations, but smoking gun proof eludes us at this point.
