Do not mistake the actions of a scared animal as evil. When a cat scratches the fuck out of you because it thought you were a threat, is it evil? No.

Let's not kid ourselves into any post hindsight, revisionism. Most of us did not know how deadly this virus was or was not. Their little show was convincing. Made moreso by Trump going along with it. Yeah I agree the tattling was petty and stupid, but consider for a second their mindset and what they were convinced of at that time.
