This will be true in this case, only the very higher ups will get punished. I think this is the best course of action, we can't just arrest 90% of our doctors and nurses who administered this poison.
They were not "Nazi" soldiers any more than our men were "Democrat" soldiers. They were German soldiers under a German Army command structure. The SS troops might well be called "Nazi" soldiers, because they reported directly to the party political leadership. They were in charge of the concentration camps.
It would also be hard to ask people to risk losing their livelihoods or maybe risk even prison - much less getting killed when it's someplace like Germany during WWII or Soviet Union back in the day - when it comes to these things. If anybody has to choose getting punished right now, or MAYBE getting punished someday in the future, which may or may not happen, most will risk that possible future punishment even if they know for certain that what they are doing now is wrong.
And when that future punishment seems unlikely, which, frankly, right now it does seem because the current regimes seem to be sitting rather firmly in place at least if your information is mostly from MSM - and if your information is from those sources there is a lot of propaganda supporting the idea that what the medical establishment is doing is actually the right thing to do - the threat of that maybe future punishment probably seems rather empty.
