Well yes but if you scale it up and use some fancy engineering might be able to do something. For example, we could just put a giant magnifying glass over the entire archipelago of Hawaii. It would solve the problem of the overpopulation issue there at the same time it would provide enough drinking water for the survivors.

Imagine if you had to pay Fiji bottled water prices for tap water. $100 to shower or bathe. This is not a matter of scale, it is a physics problem (thermodynamics).
