I visited Saint Petersburg in 2009. It was clean, even though there were a few nasty holes in some remote streets. Russians were really friendly and polite to us.
In laws went to visit Russia and indeed their subway station in the main tourist areas were spectacular. Dunno about where real people actually live. Could be a Potemkin subway station. But yea the ny subway station are crap.

My wife and daughter were there a couple years ago and sent a ton of pictures home from the subway ... it was beautiful.
