Come to think of it, the worst thing Pence could have done was refused to certify. The shit-storm from that would have put Trump and his admin in a really bad way, the cabal didn't really want their puppet in right away anyway. They wanted to drain the Trump admin of political capital until few people cared when he got removed. This plan sounds very similar to what's going on now, except the shoe is on the other foot.
