They enter VERY unceremoniously which is super out of norm for an event like this, and only stand behind him for this one sentence of the speech. then they immediately leave on some kind of spoken directive, not a marching /drill command. count them. I get either 9 or 10. I have watched this dozens of times and I just cant make it fit as a normal part of an inauguration. They aren't Generals. They aren't in any formation.
