US government is boycotting this Olympics, in the sense that there will be no US diplomats or government representatives attending in protest of China's human rights abuses and all the other stuff they do, if I understand it correctly. Athletes will all attend, it's not like the boycott of the 1980 Moscow Olympics where athletes didn't even attend, it's really just US government and diplomatic individuals who will not be attending this winter in China.
