I don't want to specifically say resisting arrest, but it could have looked like she was resisting being moved.
No idea why you got downvoted. That's the part that got me to fully buy into this Q stuff. Without that incident I wouldn't believe there was actually anything from the patriots in the intelligence agency part of the government secretly helping to save the world from evil.
There's different shuffles when you're resisting being moved, or you're not feeling well and need help. If someone is trying to push you from behind to keep you moving, you'll lean back to shift your weight.
She was definitely resisting. Anyone who doesn't think so is giving in to cognitive dissonance
