unfortunately, 45 had his chance to release the documents. He released some, but left many of the sealed documents under wraps until this year.
Either he did or the agencies simply didn't comply.
He had sole declas authority. Could have walked into CIA, loaded up a USB key, and delivered it to Project Veritas, personally.
I hope and pray his failure to do so was part of a white hat plan.
The trouble is, they probably would have killed him too.
