I think early on it may have been a couple of people. There is an inconsistency in the tone of the writing - it is hard to explain. There are drops where the syntax is more full sentences than cryptic phrases. Also, this is room drop 30:
Note the 'I', not 'we'.
Either that or eventually, the writer(s) settled down into a 'voice' that became associated with the Q drops, but that took a little bit of time.
Yeah I think considering the scope and the absolute importance of this dissemination of information or what some would call a PSYOP (but a good one haha), they (Trump and those who form Q) surely would not leave it all to one person.
