I think it's more like...

They know exactly who and where at least the group behind the Q presence.

And they know that if they get anywhere near that location, they all die.

And every one that sent them dies. And every one that those scumbags worked for dies.

They're stuck in the "don't start none wont be none" mode.

So, they sit on their hands, knowing they're dead anyway but their deaths are still off in the short and growing shorter time distance rather than right now, today.
