compare the wording. The EO that the OP posted is worded differently at the beginning. The second EO reads, "I, Joseph R Biden..." but the first EO doesn't read that way.

Whatever else it does, it in effect end runs Trumps EO. As per 3a1, it stays in effect, avoiding the SC, but they take full control, and everything goes through their people. I haven't a clue why people are thinking this is a "white hat" move.
