I’m wondering if it normally has to do with receiving the bodies of service members killed overseas/people who pass somewhere else but they’re being flown in to be buried at home.
The Islamic Center part of things is weird; I don’t understand why you need that at an airport. But maybe they keep religious staff at airports like they do at hospitals?

Most military flights go into Baltimore.
Repatriation of remains usually goes through Dover.
I’ve had family flying to/from Philly with vets on them as well. But yeah, overseas mostly comes in and out of Baltimore.
